Becoming a foster parent in Singapore means providing a safe family home to a child under the Ministry of Social and Family Development's Fostering Scheme. Applicants must be medically fit and complete mandatory training, and being ready to respond to everyday emergencies — including basic first aid — supports the safe care of the child.

The first-aid requirement

Foster care in Singapore is run through the Ministry of Social and Family Development (MSF) Fostering Scheme. Foster parents must be at least 25, medically fit to care for a child, provide a child-safe home, and complete mandatory foundation and intermediate training before and during a placement. Holding a current first-aid and CPR certificate is encouraged so carers can respond to choking, injuries and cardiac emergencies involving children and infants.

Approval is based on the MSF assessment, home environment and completion of the required training. A first-aid certificate is a supporting part of a carer's readiness, in addition to the assessment, and is not on its own what qualifies a person to foster.

How to meet it

A recognized, up-to-date first-aid and CPR certificate meets this requirement. It is in addition to the required training or assessment, and is renewed periodically.
