Workplace first aid

Singapore's Workplace Safety and Health Act 2006 (Cap. 354A) and the Workplace Safety and Health (First-Aid) Regulations 2006 require occupiers with more than 25 employees to appoint first-aiders on a ratio of 1 per 100 in higher-risk workplaces and 1 per 150 in other workplaces. The required credential is the Occupational First Aid (OFA) certificate — an approximately 25-hour course covering first aid, CPR and AED — valid 2 years, then renewed via an OFA refresher (OFARC).

Childcare CPR & first aid

Under the ECDA Code of Practice (4th Ed., 2025, para. 4.4) and the Early Childhood Development Centres Act and Regulations, the Principal/Key Personnel plus a minimum number of programme staff must hold Child First Aid (CFA) + AED certification accredited by SRFAC and be present during operating hours. Certification renews every 2 years, and online courses are accepted.

Good Samaritan law

Singapore has no dedicated Good Samaritan statute — the matter falls under the common law, and in 2021 the Minister for Law K. Shanmugam told Parliament such a law was not needed. There is no statutory protection but low liability risk: civil liability generally will not attach to a rescuer acting out of necessity with reasonable care, and no local case against a Good Samaritan has been reported.

Healthcare professional recognition

Nurses in Singapore are accountable to the Singapore Nursing Board (SNB), which is phasing in mandatory Continuing Professional Education (CPE) — a pre-mandatory phase began 1 September 2024 and becomes a condition of the 2028 practising-certificate renewal, with registered nurses targeting 15 CPE points and enrolled nurses/midwives 10 over a two-year qualifying period. Recertifying in basic life support (BCLS and AED) is a recognised, documentable way of demonstrating the maintained resuscitation competence expected of a nurse.

Residential care settings

In Singapore nursing homes, sheltered and community-care residences and home-care services, care staff (Nursing Aides and Healthcare Assistants) train through the WSQ Certificate in Healthcare, which embeds a first-aid and CPR unit, while community-care programmes include an SRFAC-accredited CPR + AED module. A recognised, up-to-date first-aid and CPR certificate meets this expectation, in addition to the WSQ training, and is renewed periodically.

Foster families

Foster care in Singapore runs through the Ministry of Social and Family Development (MSF) Fostering Scheme, requiring foster parents to be at least 25, medically fit, provide a child-safe home, and complete mandatory foundation and intermediate training. Holding a current first-aid and CPR certificate is encouraged as a supporting part of a carer's readiness but is not on its own what qualifies a person to foster.
